Uncontracted all-rounder Hayden Kerr is in line to make his Blues debut and would be presented with cap number 757, while both speedster Chris Tremain and spinner Arjun Nair have been recalled to the 12-player squad.
Tremain debuted for the Blues as a 20-year-old in 2012, while Nair first played Shield for the Blues in 2016, aged just 17.
Kurtis Patterson again leads the team, while Moises Henriques is back for his first Shield match of the season following IPL and quarantine commitments.
Former skipper Peter Nevill will play his 100th Sheffield Shield match for the Blues, becoming just the fourth player to achieve the feat.
Sean Abbott and Nathan Lyon were not considered for selection as they prepare for the international season ahead, while Trent Copeland and Liam Hatcher are both injured.
Veteran seamer Copeland is continuing to manage a calf strain suffered in the first session of NSW's last-start loss to Nowra's Nic Maddinson and his Victorian side, while Hatcher has a back complaint.
Therefore, joining Gilkes, Kerr, Nair, Tremain, Patterson and Nevill in the squad are Harry Conway, Jack Edwards, Moises Henriques, Daniel Hughes, Jason Sangha and Tanveer Sangha.
Following the Sheffield Shield fixture, the Blues and the Victorians will clash in a Marsh One-Day Cup match at the SCG on Wednesday, November 24.
A separate NSW squad for that clash will be named in due course.
