The drama began with Cr Mitchell Pakes' motion which alleged The Greens had called for a boycott of Jervis Bay Feeds.
The evidence was an anonymous text which said a person would boycott the business due to alleged land clearing.
There was also an email from The Greens about illegal land clearing on Jervis Bay Road, but it didn't mention Jervis Bay Feeds or a boycott.
It was a chaotic meeting.
Cr John Levett was expelled when he told council's CEO he should be "condemned" for allowing the motion.
"I put it to you that you were totally negligent in your responsibility to ensure that the motion was legal and contributed to the core business of this council, I think you should be condemned for it," Cr Levett said.
Crs Annette Alldrick and Bob Proudfoot walked out of the meeting in protest.
"I'm sick of sitting here week after week, spending my time watching people fighting, instead of doing things for the people of the Shoalhaven which is what I'm here for," Cr Alldrick said walking out of the meeting.
Cr Pakes denied the motion was a waste of council's time and said it wasn't politically motivated.
"You could argue that point if we were still going to an election in September," he said.
"I knew it would be controversial with councillors but the community needs to know this is going on."
The original motion had asked the mayor to apologise on behalf of The Greens but it was amended to ask a representative of The Greens to apologise.
Later, Cr John Wells sent an email alleging he had "irrevocable evidence" that on July 17 the mayor liked a Twitter post supporting a boycott of Jervis Bay Feeds.
In fact, Cr Findley has not liked a tweet since January.
The "evidence" appears to be a doctored Facebook post dated May 17, where comments were taken from one post and added to another.
Mayor Amanda Findley said the motion and email were part of an ongoing campaign to discredit her.
"While the Shoalhaven Independent political party are doing their best to bring Shoalhaven Council into disrepute, while they're up to their antics they don't consider the impacts on the staff and the workplace," she said.
"And it would be up to the Minister of Local Government to do an investigation into these councillors and should be there to council them directly."
