The Magpies were due to play Shoalhaven Ex-Servicemens in the final at the Berry Sports Complex on Sunday.
However, an administration "wrong un" meant none of the Ex-Servos players were qualified to play.
This is the fourth time in four years that clubs, in all grades, have fallen foul of this room.
Berry, in a previous season, also did not submit a team prior to play in a final which cost them the chance at a title.
The association advises all clubs should submit their teams well in advance.

Berry, when it came to this situation, was not in the wrong and rules need to be enforced.
Hopefully, all first grade clubs are prepared for this Sunday's one-day semi-finals and submit their teams in advance.
One match, in particular, will be interesting and yes Berry will be hosting The Army.
Ulladulla United will host Bomaderry in the other one-day semi-final at Lighthouse Oval.
The association, with the predicted rain, advises the home clubs to make sure the heavy covers are down early.
