Mr Jennings who had organised a number of local musicians and acts for the proposed 'A Concert for Jenny', in honour of his wife who is battling cancer, has had to reschedule the concert from its planned December 11 date to Saturday, February 5, 2022.
And instead of being at the Nowra School of Arts the concert will now be held at the Pyree Literary Institute (Pyree Hall), Greenwell Point Road, Pyree.
He said the things he was "being required to do by Shoalhaven City Council", who hire out the Nowra School of Arts building, had made the event "untenable".
"There were just too many hoops to jump through," Mr Jennings said.
"All I want to do is put on a fundraising concert for the Breast Cancer Foundation. It's as simple as that.

Mr Jennings, who has been planning the fundraising concert for months has also had to contend with the ongoing effects and restrictions from the COVID-19 pandemic.
"It's been tough trying to organise the event with COVID," he said "and we'd finally seemed to have secured a date.
"I'll get in touch with all the musicians and performers who have already pledged their support.
"I'm sure they will all back the concert and fundraising effort again.
"It's almost like coming home, I remember playing at Pyree many, many years ago.
The concert will still start at 2.30pm, with Mr Jennings hoping it will run through until 6pm.
