The $4 million application has been lodged by PDC Lawyers and Town Planners on behalf of Raddland Pty Ltd Atf Radd Property Development Trust.
The proposal is for the prominent site on the corner of the Princes Highway (East Street) and Jervis Street.
The plan is to build the complex on the property bounded by 117 East Street and 72-74 Jervis streets which was sold to a Sydney developer, who has other Shoalhaven interests, earlier this year.
Longtime Nowra residents will remember the site as the former Hollingworth scrap metal location.

The architecturally designed four-storey apartment will include one one-bedroom apartment, 14 two-bedroom apartments and 17 three-bedroom apartments.
The project will also include a two-level basement car park containing 65 spaces, with two-way vehicular access off Jervis Street.
A single residence on the three blocks will be demolished as part of the proposal.
The application describes the proposal as "an exciting project for Nowra" which will meet the need of more housing needed "in and around the central parts of town".
In recent years, the popularity of the Shoalhaven as a place to live has flourished and with this comes a range of challenges and opportunities, the application said.
"More housing is needed in and around the central parts of the town to cater for expected increases in population and the changing housing needs of the community," the application said.
"In particular, more housing choice is needed for young people and families with respect to affordability, our aging population and lone person households."
The development has a boundary setback of 13.86 metre to East Street, including 9.6 metres dedicated to possible future road widening.
The frontage of the development to Jervis Street is 5.025 metres and there is a 6.35 metre setback to the northern boundary.
Approximately 425.08 square metres or 19.2 per cent of the site is dedicated as communal open space comprising of outdoor recreation area for the use and enjoyment of residents and guests to the site.
