Trkulja finished just 1.77 seconds behind championship winner, Ben Anderson of the Dubbo Cycling Club.
There was a further 24 seconds back to third-placed Nate Burns (Illawarra CC).
These events were held in the Hunter Valley region of Kurri Kurri.
This championship series had been deferred from an earlier 2021 date due to the COVID-19 lockdown and the state's junior cyclists were there in force and eager to get back to racing.
Sunday morning featured the junior road championships where the under 17 event was over 60 kilometres.
The race was held on an undulating circuit where there were no serious climbs where Trkulja puts on his best efforts.
The race came down to a bunch sprint finish and Trkulja crossed the line in seventh position.
After a dry day of racing on Saturday, the next day turned on the rain.
Gerringong's Trkulja returns to local racing next Sunday for the Nowra Velo Club's penultimate round of the 2021 Optus team series.
National junior road championships come up next month and then into 2022 where Trkulja moves up to the under 19 junior events.
His first race as an under 19 will be the Australian Road Championships at Ballarat in January.
