Former mayor Paul Green has taken top spot on the ballot paper for the Shoalhaven City Council mayoral election on December 4, while current mayor Amanda Findley has drawn bottom position, in sixth place.

But in a bombshell, the supposed nominations for the Independent Group (Shoalhaven Community First) led by current councillor Nina Digiglio, for the councillor elections were not included in the ballot draw.
The team had indicated it intended to run candidates across all three wards.
At this stage it is not know what has happened.
The ballot draw for positions of the mayor and the councillors position were conducted by returning officer Sam Tooley in Worrigee on Thursday afternoon.
Mr Green, an independent, who is only standing for the position of mayor, claimed top spot on the ballot paper, ahead of current councillor, the Shoalhaven Independent's, Mark Kitchener.
Current councillor Patricia White (Shoalhaven Independents), was drawn in position three, while former mayor and current councillor Greg Watson (Shoalhaven Independents) secured fourth position.
Fellow current councillor Nina Digiglio drew position five and current mayor, Amnada Findley, position six.
Cr Findley was upbeat despite drawing the bottom position.
"I don't think it really matters what barrier you're at, as long as you're in the race," she said.
"I'm happy to be registered in the ballot and ready to serve the Shoalhaven again."
Mr Green was delighted, saying it was the "first time he had been on top of the ballot paper."
"Friends in high places," he said.
"I think it's the first time I've ever drawn number one. I'm really thankful."
The draw was originally scheduled for 10am, but an issue with the electoral commission saw the date pushed back to 2pm.
The election for positions for the councillors positions on the ballot paper was also conducted, with the various groups allocated positions on the ballot paper.

Ward 1
Position A: The Greens - Tonia Gray, Bradley Stanton, Sarah Waddell, Bonnie Greene.
Position B: Shoalhaven Independents - John Wells, Selena Clancy, Tim Cochrane, Phil Crocker.
Position C: Independent Group (Shoalhaven A Fresh Approach) - Serena Copley, Fred Campbell, Leonard White, Francoise Sikora.
Position D: Labor - Matthew Norris, Annette Alldrick, Laurence Patton, Olivia Alldrick.
Position E: Warren Jarrett (ungrouped candidate).
Ward 2
Position A: The Greens - Evan Christen, Joanne Warren, Kaye Gartner, Kim Stephenson.
Position B : Shoalhaven Independents - Greg Watson, Mitchell Pakes, Luciano Casmiri, Graham Connolly.
Position C : Labor - John Kotlash, Christine McInerney-Percy, Jacob Khourey, Deborah Shapira.
Position D: Independent Group (Shoalhaven A Fresh Approach) - Paul Ell, Fiona Cochrane, Mikayla Barnes, Jesse Martin.
Ward 3
Position A: Shoalhaven Independents - Mark Kitchener, Patricia White, John Barclay, Anthony Kent.
Position B: Labor - Liza Butler, Gillian Boyd, Carol Joyce, Terrie Gardner.
