The NRL had requested all 12 players who attended the gathering to sign the documents to confirm no individuals outside the club's biosecurity bubble were at the event.
The pair are the only two who did not put pen to paper, with the other 10 returning to training on Monday.
Both Lomax and Alvaro will now be stood down for the mandatory 14 days before they are permitted to rejoin the squad. The isolation period will likely be backdated to Sunday, July 4, the day after the party.
Further complicating matters is the NRL's upcoming move to Queensland. The pair will not travel when the remainder of the squad flies north on Wednesday.
Lomax and Alvaro will require government exemptions to rejoin the team once their isolation period is up.
It is not yet known if they will be forced to complete a further 14 days of quarantine upon arriving in Queensland or if they will be permitted to enter the NRL's bubble immediately.
While they have returned to training, the remaining 10 players must still serve a one-game suspension at some point in the next four weeks.
Lomax's brother Hayden has also been caught up in the situation. The uncapped forward was not at the party, but given the pair live together, he is also required to isolate for 14 days and will not travel to Queensland.
When asked about the documents players had been asked to sign on Sunday night, NRL chief executive Andrew Abdo said it was a necessary step to ensure the safety of the biosecurity bubble.
"We have, I believe 10 players who have completed that process," NRL CEO Andrew Abdo said on Fox League.
"We may or may not get the remaining two players to sign or not.
"Those that have (signed) will be permitted ... to rejoin the Dragons bubble and in all likelihood move in Wednesday with the rest of the team."
The news comes as the Dragons confirmed the signing of Warriors forward Jamayne Taunoa-Brown on a short-term deal.
With six forwards suspended and Vaughan sacked after to the illegal gathering, the club was forced to get creative to fill the gaps.
Taunoa-Brown will remain with the Dragons for the next three weeks, before he is expected to return to the Warriors prior to the July 31 cut off for player transfers.
The forward commenced training with the side on Monday and football manager Ben Haran said he will provide an immediate boost to the squad.
"We have worked with the Warriors in recent days to make this happen and wish to thank them for their cooperation in allowing us to sign Jamayne," Haran said.
"It's an added benefit for the Warriors that we can provide Jamayne with game time he might not have seen otherwise over the coming period.
"There is no doubt that Jamayne is up to the challenges that the NRL presents and look forward to having him feature against the Manly-Warringah Sea Eagles this Friday night."
