At HE Laybutt Field, the Dragons opened the scoring in the 22nd minute through Isaac Laughton, before the interchange doubled the advantage six minutes later.
Fullback Clay Baldock added the extras and it was 10-nil after 29 minutes - which it remained until half-time.
In the second half, the Dragons didn't let their opponents back into the Andrew Johns Cup fixture, adding two more tries from Dextar Grant, in the 44th and 48th minutes, to secure the win.
Baldock's two conversions stretched the margin out to 22 by full-time.
In the win, Hertch's side featured Cooper Harrison, Caleb Hall, Bailey Marks, Seth Pearman (all Gerringong), Dextar Grant (Stingrays), Ashton O'Dea (Albion Park-Oak Flats) and Byron Pitt (Shellharbour) from Group Seven Rugby League.
The Dragons will now take on fellow undefeated side Central Coast Roosters, who downed Monaro 18-nil in Saturday's other semi-final, in next Saturday's decider at the Collegians Sporting Complex.
In the Laurie Daley Cup semi-finals, Central Coast Roosters edged Monaro 12-6 and Northern Tigers defeated Western Rams 16-10.
