At the Vincentia Sports Complex, Basin won the toss in the final round match and decided to bat first.
Behind 63 from Nicholas Walter, as well as 23 not out by David Rawle and 20 by Stuart Dryburgh, the Dolphins reached 154 after 49.3 overs.
With the cherry, both Gary Evans (3-19) and Chais Kelly (3-36) took three wickets for the Tigers - before stumps was called on day one.
Elsewhere, competition front-runners, Batemans Bay hit 164 from their 74.2 overs against North Nowra-Cambewarra at South Nowra Oval.

At the Bomaderry Sports Complex, Shoalhaven Ex-Servicemens are well on top in their game against Sussex Inlet.
After winning the toss and choosing to bat, Sussex only made 69 from 42.2 overs - with Brett Fernie top-scoring with 19.
Barry Cumberland (3-19) starred for Ex-Servos, while Don Tharaka (2-9), Andrew Wilson (2-10) and Viralkumar Patel claimed two wickets each.
In reply, Ex-Servos will resume at 6-59, needing just 11 more runs to claim first innings points.
Matthew Isackson (27 not out) has been the key man for Ex-Servos, as Aaron Piendl (3-11) has done all he can for Sussex.
Finally, no play took place in the round 11 match between Berry-Shoalhaven Heads and Nowra at Zealand Oval, as the visitors forfeited.
