Steeden, playing off a handicap of 28, carded an impressive nett 65 to win division two by four shots from Bonnie Doon's Margaret Spicer.
Steeden's remarkable effort was also good enough to take out the country medal.
In division one, Port Kembla's Nerida Edmonds took the prize on a countback from Bonnie Doon's Emily Leong with a nett 73, while in division three, The Coast's Julie Quigg won by four with a nett 74.
Shoalhaven's other competitor to reach the state final, Genevieve Bird from The Country Club Vincentia, finished in sixth place in division three after carding a nett 79.
Conducted annually since 1921, The Golf NSW Women's Medal Competition is played in three divisions, over six rounds at club level and held during February and September annually.
The winner of the medal in each division at club level is the player returning the lowest nett aggregate of three (three) scores at the end of the six rounds.
Club level qualifiers are eligible to compete in their respective district and metropolitan playoffs.
The winners of the district playoffs and the top three metropolitan place getters in each division qualify to play in the state final.
In other Worrigee Links news, the club held its annual cup on Saturday, with Evan Logan (70) winning the A grade scratch from Josh Jones (72 countback) and Ian Ashbury (72).
The top three in the B grade scratch were Vince Morris (80), Kasey Kulcsar (83) and Paul Jorgensen (84), while Josh Costain (84 countback), Bernie Brown (88) and Joel Lahene (92 countback) topped C grade.
In the nett competition, Andrew Allitt (67) was first in A grade ahead of Lloyd Pigram (68 count back) and Kev Pattison (68).
B grade was won by Aaron Smith (65), from Zac Berry (66) and Jye Giddings (69), as Anne Maria Leeuw (60), Robby Todd (69) and Darren Green (70) led the way in C grade.
