Extinction Rebellion (XR) is a "non-violent direct action protest group," known for stunts such as delivering manure to NewsCorp offices.
At Berry on October 10 members staged a flash-mob "die-in", where participants feign death in public places.
Organisers say the purpose is to "communicate the climate emergency and the risks of climate inaction".
The protest followed social distancing regulations.
"It has been reported that 80% of the Shoalhaven land area was either burned or severely impacted over the bushfire season," organiser Gabrielle said.
"XR Shoalhaven will be highlighting that despite this, the Shoalhaven Council has continued to delay declaring a climate emergency since a council meeting back in May 2020 which postponed consideration of residents petitions 'until such time that Council has dealt with the COVID-19 of the economic crisis'."
