Hadden threw a bottle of beer through the man's windscreen, shattering it. The man called the police and drove away. Hadden followed him, and accelerated towards the back of the vehicle.
The victim feared Hadden intented to ram his car. Instead he overtook over double lines and drove away before the victim circled back to his family.
The two men did not know each other.
Hadden said he had "acted out of fear".
"I thought he was harassing me, but he wasn't," he said.
He was found by police at the Nowra Showground on May 31, where he was arrested and taken to Nowra Police Station.
The defence said Hadden had been living out of his vehicle and had no drug or alcohol issues. He had no previous violent offences on his record.
Magistrate Gabriel Fleming described the behaviour as "completely unacceptable".
"This person didn't know you," she said.
"You absolutely misread the situation."
Hadden was disqualified from driving for 12 months, received a fine of $750 and was ordered to pay damages for the smashed windscreen, in addition to an 18-month Community Corrections Order.
