The Bomaderry man was arrested at 9:30am on Wednesday, August 26 at an address in Douglas Street, Nowra.
He is currently assisting police with inquiries.
South Coast Police District Superintendent Greg Moore said the two victims and alleged offender were known to each other.
The 18-year-old, who was shot in the stomach, has been operated on at Liverpool Hospital and remains in a stable condition.
A 25-year-old man remains stable in Wollongong Hospital after he sustained a gunshot wound to his arm.

An investigation is underway after two men were shot at a home in Bomaderry on Tuesday night.
Police have been told the men, aged 18 and 25, were shot by a man while in the backyard of a property on Cambewarra Road, Bomaderry, just before 11pm.
The property, a small weatherboard cottage, is two doors from Bomaderry High School. On Wednesday morning, schoolchildren were walking past the property, apparently unaware of the overnight drama.
The two victims fled the scene and were treated by paramedics at two other nearby locations.
The 18-year-old suffered a gunshot wound to his stomach and was airlifted to St George Hospital in a stable condition.
The 25-year-old was taken to the same hospital with a gunshot wound his elbow.
Officers from South Coast Police District established a crime scene and are investigating the circumstances surrounding the incident.
