Resident Bree Starkey said the road was damaged by flooding earlier in the year, and had not been repaired.
"The water built up on the other side of the road, because when the floods came in February the pipe running under it was blocked," she said.
"When it broke through last night it was like a tidal wave - it took a couple of fences. Thankfully I'd moved the cows beforehand or they would have been swept away."
She said the resulting hole in the road was about the size of a car. Broughton Vale has received about 300ml of rain since Saturday.
The road was closed by the SES last night, but there has been no word on when it might be repaired.
There are concerns that elderly residents are unable to get to doctors appointments or access medical treatment. Shoalhaven City Council has been contacted for comment.
