Cr Watson intends to table a motion at the next council meeting that calls for the council to issue a formal apology to police officers for "the outrageous way they have been treated by irresponsible demonstrators in recent weeks".
He denied the motion was political grandstanding, despite no anti-police actions happening in the region.
"I don't need to grandstand - I'm getting elected anyway," he said.
"At the moment I intend to stand for council again but that may change.
"Chances are I won't be in the meeting [due to health reasons] so you can hardly call it grandstanding."
Cr Watson said the motion was an "expression of support" for the police force.
"I believe as community leaders we have an obligation and a right to stand up and be counted where we see injustice being done," he said.
"The other councillors don't have to support it if they don't want to."
The motion also calls for councillors who may have attended a rally to make a formal apology to the community.

Councillor Nina Digiglio, who has not attended any protests due to a recent surgery, said the motion was absurd.
"It's a blight on our democracy and our freedom," she said.
"Who does he think he is? Is he my father? Who is Greg Watson to expect me to apolgise?"
Cr Digiglio praised local police who are working with organisers of a planned Black Lives Matter protest in the Shoalhaven.
"They have been fantastic," she said.
"Demonstrations that highlight problems in the culture of the NSW Police Force aren't attacking individual officers.
"At the end of the day, I support people who have been oppressed and have found their voice.
"Let's get the science and compassion together and create a different story and a different outcome for our community."
