Played at ANZ National Stadium, Seseli Donu opened the scoring for the hosts in the 10th minute before Patricia Raikadroka, who played for Fiji in June, responded for Australia nine minutes later.
But a try by Vasiti Ramotiqa in the 26th minute ensured Sims' Bulikula led 8-4 at half-time.
After the resumption, Michaela Peck came up with a crucial one-on-one strip for the visitors before Raikadroka crossed for her second try on the next set - making it 8-all after 45 minutes.

The hosts regained their advantage six minutes later when Asena Rokomarama dived over and with Sereana Naitokatoka's conversion, the lead was six.
But two quick tries from Peck (59th minute) and Raikadroka (63rd), as well as a conversion from Kirra Dibb made it 18-14.
The game was iced for the PM's XIII in the 74th minute with Kristine Vaalepu scoring her team's fifth try.
