Dapto Citizens' Adrian Jones and Dylan Skinner, a former Bomaderry product, led 27-25 on the final end with Skinner also holding two shots as Anderson stepped up to play the final bowl of the match.
The Shoalhaven Heads skip played a brilliant draw shot to trail the jack about four feet and pick up three shots to clinch an amazing victory in front of his delighted home fans.
''It was an incredible finish and one I won't forget,'' Power said.
''The adrenaline was flowing. It's funny 'cause Mick and I have been on the other end losing a (Zone 5) District final on the last end after leading 18-15 and giving up a four. It was good to finish on the right side this time.''
The momentum in the final shifted many times with the home side giving up a seven to trail 16-5, but Citos also conceding two sixes, with the second giving Shoalhaven Heads a 25-23 lead with four ends remaining.
Dapto Citz then picked up a single, a two and another single to lead 27-25 and set up a dramatic final end.
All up Citos won 11 ends and Shoalhaven Heads 10 ends - but the wild momentum swings meant only six of the 21 ends were decided by a single shot, with seven ends won by three shots or more.
Power and Anderson joined Shoalhaven Heads BC this year after combining for Austral BC to win the Zone 5 Champion of Club Champion Pairs last year and going on to reach the semi-finals at the 2018 State Finals.
For Power the move to Shoalhaven Heads was about seeking a fresh challenge.
''After 18 years at Austral and playing the same guys and the same events this move has been great. It's a much tougher Zone and a step up with the players you are playing with and against. We'd have been happy to win one game at the Zone Finals let alone win it.''
Power and Anderson now join Zone 16 Champion of Club Champion Singles winner Corey Wedlock (Warilla) at the NSW Finals at South Tamworth BC.
Shoalhaven Heads are relative newcomers to Zone 16 but have already won a Zone pennant title and now a maiden championship in an event which featured the Major Pairs champs for 2019.
The final attracted a good number of fans with plenty of home support for the local combination as well as many Dapto Citizens members making the trip south to support their Major Pairs champions.
To qualify for the final Power and Anderson beat Corrimal champions Ken Hunt and Col Cheadle 22-18; then upset Warilla's Jackaroos star Jesse Noronha and Ted Clarke 22-12, before defeating defending Zone 16 Champion of Club Champion Pairs winners, Geoff Walker and Mark Larsen 24-17.
