Despite reaching the decider last season and finishing as this year's minor premiers, Sam Anderson's team were bundled out in straight sets, after falling to the Corrimal Cougars by the same margin (20-16) last weekend.
On Saturday at Robert Ziems Park, both teams scored four tries; Ella Simon, Teagan Berry, Teagan Williams and Lilli O'Dea crossed for the Rays and Taneisha Roberts (two), Meg Buchanan and Eliza Green for the Dogs.
But the difference between the teams were their kickers, with Stingrays' Riley Scott landing two kicks compared to the Bulldogs' none.
The Stingrays will now play the Cougars in the grand final from 10.30am Saturday, at the Collegians Sporting Complex.
