A Jessica Little goal in the first half proved the difference between to the two sides at the Huskisson Sporting Field.
This win sees the Dragons remain in fifth spot, while the Seagulls stay in third - with four rounds remaining.
Elsewhere in round 17, undefeated leaders Illaroo Red defeated Callala 3-1 at Emment Street Oval, thanks to a hat-trick from Jessica Beahan (10th, 42nd and 79th minutes).
In the loss, Sarah Cameron scored for the sixth-placed Brumbies.
At the Thompson Street Sporting Complex, Sussex thumped Bomaderry 3-nil, with Kym Arnold (two) and Alison Harris finding the back of the net.
Shoalhaven Heads-Berry Maroon sprung the upset of the round by edging fourth-placed Milton-Ulladulla 3-2 at Vic Zealand Oval.
In the win, Mackenzie Morris (eighth minute), Mysti Foye (47th) and Ashlee Camilleri (60th) scored, while Caylie Wise netted a brace for the visitors.
At Lyrebird Park, a double from Leah Dodd steered her Illaroo side to a 3-1 victory against Shoalhaven United.
The Roos final goal was scored by Laura Rudken, with Claudia Irons kicking the Bears only goal.
The final match of the round saw second-placed Shoalhaven Heads-Berry Blue smash Culburra 8-nil at Vic Zealand Oval.
Maguire Page was the star, scoring a hat-trick, thanks to goals in the 30th, 40th and 46th minutes.
After these results, the ladder is as follows; Illaroo Red (51 points), Heads Blue (40), Huskisson White (36) Milton (35) Basin White (33), Callala 29), United (28), Heads Maroon (23), Illaroo Green (20), Sussex (16), Bomaderry (14) and Culburra (two).
