South Coast Labor candidate Annette Alldrick said a Unions Shoalhaven proposal had not been adopted, but personally, she thought it should be a priority.
"What was written in the proposal has not yet been adopted as Labor Party policy," she said.
"We have committed to look into the upgrade, including the electrification and duplication of the Kiama to Bomaderry line.
"My personal opinion is that it needs to be done and it needs to be done in a timely manner."
Ms Alldrick said Labor was still negotiating with Unions Shoalhaven.
"We have been in contact with Unions Shoalhaven and hopefully we can come to an agreement with them for a pledge we are able to sign," she said.
However, a Unions Shoalhaven representative said they had not yet received a response from Labor about the pledge.
Shadow Minister for Transport, Jodi McKay, was not available for comment when contacted this morning.
