While the parole period has now ended, an extended supervision order has been put to the Supreme Court.
An extended supervision order is for serious, violent and sexual offenders and allows the Corrective Services NSW to supervise offenders beyond the completion of their sentence.
If granted, Kamm will be subject to the extended supervision order for a period five years.
As part of the conditions, Kamm must not reside in the Nowra area, including the entirety of Kaloona Drive and Cambewarra.
Kamm was released from jail late last year after serving more than nine of his 10 year sentence.
He started the religious group known as the Order of St Charbel at Tapitallee in the 1980s.
Kamm was convicted of ordering two teenage girls to have sex with him.
Part of his release conditions prohibited him from frequenting the Shoalhaven or communicating with his victims for the past 11 months.
A report by AAP said he manipulated a sect of old-line Catholic traditionalists to hand over their wives and daughters to populate his "Royal House".
He is believed to have fathered more than 20 children and duped dozens of females, telling them they were among the 12 queens and 72 princesses chosen to repopulate the earth after judgment day.
