The car park would provide 646 car and motorcycle parking spaces.
The development application was submitted on June 12 and seeks development consent from the Joint Regional Planning Panel, the consent authority for this project.
The subject land comprises a total area of 5945.75 square metres and is bound by Worrigee Street to the north, Berry Street to the west and Lawrence Avenue to the east.
The site contains a public car park with 193 parking spaces.
The proposed multi-level car park will include a mixture of standard and small parking spaces, motorcycle spaces and accessible parking spaces.
The subject site is currently zoned B3 Commercial Core under the Shoalhaven Local Environmental Plan 2014 and the proposal is permissible under planning provisions for the land.
Given Shoalhaven City Council is the proponent for the project which involves a capital investment of approximately $12 million, it will constitute a regional development for the purposes of the State Environmental Planning Policy (State & Regional Development) for which the Joint Regional Planning Panel is the consent authority.
The proposed car park will make provision for long day parking, and will not be time restricted.
Operating hours will be between 7am and 8pm, although it is intended that entry gates to the car park would be closed at 8pm but exits would remain open for any cars parked after 8pm (for instance for those people visiting the movies).
Exit and entry points will be on Berry Street and Lawrence Avenue.
Due to the sloping nature of the site the height of the proposed car park above natural ground level will vary from about 9.5m at the Berry Street frontage to about 14m at the Lawrence Avenue frontage.
The car park will be constructed of concrete and concrete pre-cast panels, with each level being open, except for the southern elevation which adjoins Berry Court located at 64 Berry Street.
To minimise noise and air quality impacts to this adjoining residential development it is proposed that elevation will consist of walls constructed of pre-cast concrete panels.
Perforated metal screens will be fixed to the other elevations to screen the car parking areas from view.
