At about 8.30pm Sunday police were called to a house on McLeans Point Road, where the man was allegedly armed with a crossbow.
For about six hours police negotiated with a man inside the property.
Police had been told there were a number of people inside the house including children.
The street was closed off and members of the police State Protection Group surrounded the property.
The man surrendered to police about 2am Monday and was arrested and taken to Shoalhaven District Hospital for a mental assessment.
