The former rugby league star was at the centre of controversy last year when he was parachuted into the seat to take on sitting Liberal MP Joanna Gash, causing protests from ALP members angry at being denied a say in the preselection process.
Mr Boyle eventually withdrew his nomination, allowing members to preselect Neil Reilly to contest the poll.
When he withdrew Mr Boyle said he was still interested in representing his region and getting a better deal for its residents, leading to the nomination for a place on Shellharbour Council.
