Shoalhaven mayor Amanda Findley said council is no different to other businesses in the region dealing with pandemic-induced staff shortages.
"Our community and customers are at the centre of everything we do and while council staff are experiencing shortages, we are aiming to have a continuity of service," Cr Findley said.
"What people may see in the community is the grass not being mowed on time, the Recycling and Waste Depots closed temporarily, your bin not picked up on the scheduled day, or perhaps your regular gym instructor isn't available to take the class."
Cr Findley assured residents that if a service is missed, council will get to it as soon as possible.
"We ask that the community be patient as staff do their best with the staff that they have available," she said.
Council said the "health and safety of our staff and community are our priority" and thanked the community for their understanding.
Council's message comes after more than 316 new COVID cases were detected from PCR tests were recorded on Thursday, January 20.
Residents are encouraged to use online services including reporting a problem and paying bills, including rates and parking permits, online.
