Newly-elected Shoalhaven councillor Paul Ell has submitted a Notice of Motion to support the bypass as the region's highest priority ahead of the first council meeting on January 25.
It comes after Cr Ell pledged he would make the submission in December, after he joined Kiama MP Gareth Ward to launch a petition for the bypass.
"I am pleased to be keeping faith with the community by moving this motion next Tuesday," said Cr Ell.
Cr Ell's motion calls on council to back the delivery of the bypass and create an Action Group tasked with lobbying for a commitment from the state and federal government.
The motion also includes a plan for a survey to hear from residents about their experiences with traffic delays in and around Nowra.
"Nowra is being choked with traffic," said Cr Ell.
"Every single weekend, businesses and residents are being severely impacted by long queues of traffic."
The status quo simply cannot stand and now is the time for action.

Cr Ell said the bypass should be made a priority as the Princes Highway upgrades along the South Coast have attracted more visitors, turning Nowra "into a carpark for hours on end".
"As the Princes Highway has been progressively upgraded up...this has attracted more and more visitors to our region, for weekends and even day trips," he said.
"Currently the series of traffic lights through Bomaderry and Nowra (starting at the Bolong Road intersection) are the first set of traffic lights on the Highway south of Heathcote.
"This is turning Nowra in to a carpark for hours on end every weekend."
Cr Ell also expressed concern over other local roads and their capacity to carry the increased traffic.
"Of equal concern is the impact that the absence of a bypass is having on other local roads not built to carry the increased numbers of cars and trucks," said Cr Ell.
"This is why I am also calling for council to undertake traffic studies to make sure that the experience of residents living in these areas who being adversely impacted is understood."
Cr Ell said the federal election just around the corner presents an important opportunity to make the case for a bypass.
"There is no other project more important for the future of the Shoalhaven," he said.
Cr Ell, also the president of the Gilmore Liberal Federal Electorate Conference, endorsed former Minister for transport Andrew Constance on Monday as the Liberal candidate for Gilmore.
Mr Constance said if elected, he would back local infrastructure, including the Nowra Bypass.
"It's important that we continue to invest in our local infrastructure and the jobs associated," he told reporters on Monday.
"There are issues the community are crying out for...the Nowra Bypass one of them."
Gilmore MP Fiona Phillips also said she would continue to fight for infrastructure.
"There's loads of infrastructure we need across the electorate," she said on Tuesday.
"I've been fighting every single day in parliament to get funds brought forward as I have for the Jervis Bay Road intersection...and leading the charge on a campaign for the Nowra Bypass."
The first Shoalhaven City Council meeting of 2022 will be held January 25 and can be streamed here.
