Four incumbent councillors are returning and Shoalhaven Greens Mayor Amanda Findley has been re-elected for another term.
For the first time, there is a majority of progressive councillors on Shoalhaven City Council - with four Greens councillors, three Labor, four Shoalhaven Independents and two Independents.
After the postponement of local council elections until early December and a high number of postal votes stalling the count, the re-elected and new councillors are relieved to have the results in.
Incoming Independent councillor Paul Ell said he is "elated" after a long campaign with the 'Fresh Approach' team led by Serena Copley, who is also joining council.
"To finally see it formal is a great feeling," he said.
Mr Ell said his priorities for 2022 are pushing for a Nowra Bypass, bringing green bins to the region and the revitalisation of local villages.
"The Nowra Bypass and roads generally are a big focus," he said.
"It's going to be my first effort as a new councillor to try bring everybody together around a campaign Shoalhaven city can get behind...to lobby state and federal governments to commit to the bypass.
"We'll be bringing a proposal forward to have some options looked at for costing and accessing state government funds to bring that third (green bin) option in."
New Greens councillor Muriel Moo Dath is relieved the results are in and is thrilled Cr Findley is returning as mayor.
"The Greens have achieved a six plus one, we have Amanda back in as mayor, and a progressive lot of councillors for this term," she said.
"So I'm feeling very positive."
At the top of Ms Dath's agenda is finding solutions for the Shoalhaven's housing crisis.
"We need to address homelessness and the affordable housing issues in the city," she said.
"I see it down here on Ward three daily, the effects on young people and also the the older women just out of marriages, and they need extra help.
"We need extra funding, we need to lobby state and federal government to help us get through these really trying times down here."
Mr Ell and Ms Dath are eager to work collaboratively with the re-elected and new councillors.
"I have a real sense of optimism about the future, because a lot of them are really good people," said Mr Ell.
"Whether its Christen Evan or John Kotlash, even though we don't agree on everything politically, they're good people and they're motivated by the right things."
"It's pretty exciting stuff because the new faces in council are all very community minded people," said Ms Dath.
"I'm really looking forward to the new year and how council will approach probably the same problems with new brains."
