As of 5pm on December 8, Ms Findley has 33.8 per cent of the vote with her nearest challenger, former mayor Paul Green, sitting on 26.4 per cent.
Greg Watson, another former mayor, remains comfortably in third with 14.1 per cent of the vote.
No new councillors have been called by ABC chief election analyst Antony Green with the Shoalhaven Independents Group (SIG) set to have at least four representatives on the 13-person council.
In Ward One, SIG have 37.2 per cent of the vote with John Wells to be elected and could be well placed to gain another councillor.
It's a similar story in Ward Two with Mr Watson elected alongside Greens candidate Dr Evan Christen. Ward Three has been decided with Amanda Findley (Greens), Mark Kitchener and Patricia White (SIG) and Liza Butler (ALP) to be elected.
There's been some movement in the Shellharbour election as incumbent Labor mayor Marianne Saliba faces off against independent Chris Homer
Mr Homer leads Ms Saliba with 53.9 per cent of the vote in the two-horse race.
