Restrictions will begin easing the Monday after the state hits this target. At this stage, the NSW Government anticipates this date to be October 11.
The easing of restrictions only applies to fully vaccinated residents and those with medical exemptions.
The government will announce more freedoms for those who are unvaccinated on December 1.
Where can Shoalhaven residents travel?
Fully vaccinated Shoalhaven residents will no longer need a "reasonable excuse" to travel outside of the LGA when the state hits 70 per cent fully vaccinated.
This means Shoalhaven residents can travel freely in regional NSW without a permit when the target is hit.
Kiama MP Gareth Ward said this includes taking holidays in any part of regional NSW.
"You can go on a holiday anywhere from Bega to Byron Bay if you live in the Shoalhaven and have been double vaccinated," said Mr Ward.
Can Shoalhaven residents travel to Greater Sydney?
However, fully vaccinated Shoalhaven residents will still need a "reasonable excuse" to travel to Greater Sydney once the state reaches 70 per cent.
A reasonable excuse includes: attending weddings or funerals, fulfilling carer's responsibilities, moving house or inspecting properties, legal obligations, to avoid risk of harm, and receiving medical care.
The NSW Deputy Premier John Barilaro's office said on Thursday said Shoalhaven residents cannot travel to Greater Sydney for the purpose of "taking a holiday".
The spokesperson could not provide what defines a holiday, but encouraged people to "apply an element of common sense" and to not stay in Greater Sydney for extended periods of time.
Can Greater Sydney residents travel to the Shoalhaven?
Greater Sydney residents cannot travel to regional NSW when the state reaches the 70 per cent fully vaccinated.
They will be able to do so at the 80 per cent stage.
However, Greater Sydney residents can travel within the areas classified in the Greater Sydney "bubble" at 70 per cent - which includes Sydney, Wollongong, Shellharbour, Central Coast and Blue Mountains.
On Monday, Deputy Premier John Barilaro reclassified Shellharbour, which was moved from Greater Sydney under public health rules to regional NSW almost two months after lockdown began, would again become part of Greater Sydney for regional travel purposes.
"Now I know that sounds confusing, but for the purpose of minimising regional travel initially we don't want people in the Central Coast or Wollongong and Shellharbour, where there are significant case numbers, travelling into the regions," he said.
"But people in Shellharbour and Wollongong will have no problem travelling inside the region, including to Sydney, it's just that you can't travel beyond those LGAs."
