The Seagulls, who have now claimed 11 points from their past five matches, opened the scoring during the round 13 fixture in the ninth minute when Jim Niemeier found the back of the net.
Just when it appeared the visitors might have done enough for all three points, Kellett's goal in the 84th minute turned the tide of the match on its head.
In a frantic final few minutes, neither side could find a decisive winner, as the game finished 1-all.
The draw sees Trevor Skingle's men drop to second place (29 points) on the Blackmore Bolden Shield ladder, with Gary Neimeier's outfit solidifying fourth (23).
Both sides sit behind premiers Bomaderry, who smashed Callala 5-1 at Emmett Street Oval.
Skipper Thomas Moffatt opened the scoring in the 13th minute, which was followed by goals from Harrison Ellem (49th), Michael Hampton (63rd), Dale Russell (64th) and goal-keeper Adam Arnott (70th) - who scored from the penalty spot.
The host's lone goal was scored by Thomas White.
The Tigers are now in outright first on 31 points, with the top-four being rounded out by Shoalhaven Heads-Berry (25), who edged Manyana 1-nil on Saturday.
At Vic Zealand Oval, an Alexander Priest effort in the 65th minute was enough for the Sharks to chalk up their sixth win of the 2021 campaign.
The final match of the Shoalhaven District Football Association round saw St Georges Basin down Illaroo 3-1 at Sharman Park.
Dragons' Rory Meyer broke the deadlock in the 42nd minute before Roos' Kyle Batalla equalised just after the break.
But two goals at the death, by Daniel Keegan-Mills and Brenden Hobbs, sealed the visitors win, which kept their slim finals chances alive.
Milton-Ulladulla, who had the bye this round, sit in fifth on 21 points, closely followed by Manyana (19), Basin (17), Illaroo (13) and Callala (10).
Next week's fixtures will have huge ramifications on the final placings, heading into the post-season.
Bomaderry hosts United in a top of the table clash while fourth-placed Huskisson entertain third-placed Shoalhaven Heads.
Milton will be chasing all three points against Illaroo at Lighthouse Oval to remain in touching distance with the top-four, as Basin battles Callala.
Manyana have the bye in round 14.
