The club became increasingly frustrated by refereeing decisions in the 34-14 defeat, leading to on-field officials filing a Respect Rugby Report.
Two players and a coach have since been cited for dissent, with Illawarra Rugby conducting an investigation. It is expected to conclude next week.
Illawarra Rugby president Darin Crofts said the incident was unfortunate but expects it to be resolved in an appropriate manner.
"I'm always disappointed when there's less than favourable news," Crofts said.
"We have a strong history of dealing with issues proactively and the club concerned is an excellent club in dealing with any issues."
The Shoalies were shocked by the behaviour from some of the Harlequins last week, however they have quickly put the incident behind them.
The last unbeaten team in the competition, Shoalhaven are seeking their first win over Avondale in 10 years.
The Wombats are looking to rebound from a 22-19 loss to Shamrocks last weekend, their first defeat of the season.
With that in mind, Connor is expecting Avondale to travel south with a point to prove.
"They don't often lose," Connor said.
"Last week wouldn't have sat well with Avondale, for sure, so they'll come out hard.
"It's an unusual situation, they're going after somebody who's leading the competition and is unbeaten.
"They're usually the team in that situation, so they'll see us as a big target to hit.
"We've essentially won all our games on the back of our defence, not giving the bigger sides time and space to get on the front foot.
"That's what we've done since game one and we'll continue to focus on that this week."
Shoalhaven will again be without Brumbies star Will Miller, the flanker likely to miss the next few weeks through injury.
A number of players are also unavailable due to Navy commitments.
Connor is confident those who slide into the side will step up, the club's second grade team also enjoying a successful start to the season.
"We're lucky to have a bit of depth in the club to work with," Connor said.
"There's a certain confidence around the boys, they won't have any problems getting up for this match.
"We haven't been overawed by the weekly challenges so far, the boys know they have a job to do and they get out and do it."
In Saturday's other matches, Campbelltown will look to rebound from last week's defeat when they play Bowral in a tough road trip to Eridge Park, while University will host Camden.
Shamrocks and Vikings will resume their fierce rivalry at Ocean Park, with Tech looking to rebound from last week's loss when they take on Kiama.
Preparations for next week's Super Rugby clash at WIN Stadium are also well under way; Avondale to play Bowral as the curtain-raiser before the Waratahs face the Crusaders.
