Cross was pipped by Collaroy's James Casey for line honours - who completed the course in a time of one hour, one minute and four seconds.
Jeremie Camgrand and Marshall Kane finished third and fourth respectively.
In other South Coast news from the Birubi Beach event - which will involve close to 200 athletes over six days of competition - Mollymook's Kai Bates also shone.
In the two-foot conditions, Bates, after missing his SUP open men's round one heat, made up for lost ground as he tackled his re-qualification heat.
Bates executed a chain of fast snaps and carves and finished the re-qualification with a massive 18.17 two-wave heat total.
Then on Monday morning, Bates and Cross went toe-to-toe in the second open men's SUP re-qualification.
Ray Hughes topped the heat with a 17.00, edging out Bates (15.47), Cross (12.46) and David Stretton (5.90).
This result sees Bates progress to the semi-finals, where he'll face off against James Casey, Wesley Fry and David Thompson for a spot in the decider.
The other semi-final features Hughes, Blaire Moore, Indy Rose and Matthew Russell.
