Miller, who lives at Berry, was summoned by Brumbies coach Dan McKellar to alleviate an injury crisis at the Canberra club.
But the agreement allows Miller to line-up for Shoalies when he's not selected in the team, which makes him available at Shoalhaven Rugby Park.
The Australian Super Rugby season finishes in May, leaving him to lead their push for finals action.
"I'm really excited to be back in Canberra and back at the Brumbies," Miller, who played in Shoals' round one win against Camden, said.
"I certainly wasn't expecting an opportunity like this when I retired last year and I'll be doing everything I can to make the most of it and contribute where I can."
It's been a disjointed start to the season, with heavy rain forcing washouts and the Easter weekend.
Shamrocks will be out to continue their impressive early form, after thumping Tahs 47-14 last month, while Vikings face a stern test when they host Bowral, who outgunned Uni 33-15 in their opener.
Illawarra Rugby round three draw (all matches kick-off at 3.15pm):
- Vikings vs Bowral
- Campbelltown vs Kiama
- Avondale vs Camden
- Shamrocks vs University
- Shoalhaven vs Tech Waratahs
