The victory at Kellyville's Arnold Avenue Reserve was set up by a brace from striker Billy Wallington (28th and 60th minutes), Luke Kellett (27th) and Lewis Archibald (80th).
"The boys stuck to the game plan perfectly early on and really crammed the Hills players and didn't give them any time on the ball," Skingle said.
"Our pressure allowed us to pick off a lot of their passes and control the flow of the game.
"Thankfully we were rewarded with two first half goals, which quite easily could have been more.
"Although we were up at the break, I knew we still had room for improvement, especially in terms of our own ball control and passes - we were being wasteful.
"But the boys lifted their intensity in the second half and put two more goals on them, to came away with the points, in a game they thoroughly dominated."
This win sees the Bears progress further than they ever have in the national competition.
"Wednesday's win is right up there in terms of victories I've had at the club," Skingle said.
"Not in my wildest dreams did I think we'd walk away with a 4-nil win, but that highlights just how patient and committed the boys were against a young and fast Hills outfit.
"It's a great accomplishment for this special group to get this far and it's a credit to how hard the boys have been working, especially on the defensive end.
"There's plenty of positive signs at the club moving forward, especially as we were missing four first graders for the clash too."
The Bears are expected to find out their opponent for round four next week, once the rest of the third round clashes are completed.
"We've all thoroughly enjoyed the ride so far and hope to keep it going next round," Skingle said.
"Hopefully the draw is kind to us and we can snag a home game - which would be absolutely massive for the Shoalhaven."
