The former, who played in St George Illawarra's round one loss to Cronulla-Sutherland, will wear the seven jersey alongside Corey Norman after club captain Ben Hunt was ruled out indefinitely due to an impact fracture to his fibula, sustained against the Sea Eagles.
Joining Clune in the Red V's side to face Newcastle, coached by Batemans Bay's Adam O'Brien, at McDonald Jones Stadium are Gerringong's Jackson Ford, named to play his first game for 2021, and Tariq Sims, as well as Shellharbour's Trent Merrin.
While Hutchison, who has featured off the bench for the past two Roosters' fixtures, will start at five-eighth - next to young gun Sam Walker, who is set to make his NRL debut.
This pair comes in for Luke Keary (season) and Lachlan Lam (six weeks), who both suffered knee injuries against the Rabbitohs last round.
Hutchison will be joined the tri-colours line-up by fellow Group Seven juniors Josh and Brett Morris (from Kiama), who will start and centre and wing respectively against New Zealand at the Sydney Cricket Ground on Sunday.
Milton-Ulladulla's Jack Murchie has retained his spot on the Warriors bench, following Saturday's comeback win against the Raiders.
Elsewhere in round four, the action will start on Thursday night when the Sea Eagles, headlined by Gerringong's Reuben Garrick and Cobargo's Morgan Boyle, host the Panthers at Lottoland.
Then on Friday afternoon, Tathra's Adam Elliott and his Bulldogs will battle the Rabbitohs, spearheaded by Nowra-born five-eighth Cody Walker.
Later that night, Moruya's Rhys Kennedy has been named on the Broncos' extended bench for their fixture with the Storm at AAMI Park.
Saturday's action will kick-off at Sunshine Coast Stadium when the Sharks, featuring Pambula-born Jack Williams and Narooma's Teig Wilton (who will make his first start for 2021), lock horns with the Cowboys.
Following that, the Titans, coached by Milton-Ulladulla's Justin Holbrook and with Kiama's Mitch Rein at hooker, entertain the Raiders at Cbus Super Stadium.
The round will wrap up with Easter Monday's game between the Tigers and Eels at Bankwest Stadium, with the latter's side coached by Batemans Bay's Brad Arthur.
