Organisers announced that the event's COVID-Safe plan has been approved by health officials to go ahead on April 17 and 18.
However, the event still needs the tick of approval from local government.
The two-day event, which normally sees up to 10,000 people each day, had already been moved from October last year to January, but was moved again to April.
On Thursday, organisers announced the NSW Ministry Of Health had advised that their COVID safety plan is approved, pending the current COVID-19 situation remaining under control.
"To ensure we have every angle covered and our eggs spread across multiple baskets, we have developed plans for a number of different format options, to ensure we are in the best possible position to run the event within whatever parameters are in place come our event date," the promoters said.
"As we get closer to the event date and have a clearer idea of where NSW is sitting with COVID-19 cases, we will reveal the final format and site location."
Meanwhile, Wollongong council has referred the festival DA to the Wollongong Local Planning Panel.
According to a development application lodged with council earlier this year, the April festival will move from its usual home of Stuart Park in North Wollongong to Fairy Meadow's Thomas Dalton Park.
The changes are part of the COVID-19 plan that is hoped will see the festival finally take place after twice being postponed.
The COVID plan states the total capacity of the Dalton Park festival will be 14,000 people and will be divided into four separate zones capped at 3500 patrons per zone.
All patrons in each zone will have to remain seated and each ticket will have a specific seat allocated.
On Thursday, a council spokesperson said the Yours and Owls festival DA is still under assessment.
"As the proposed event is on council land, the DA will be referred to the Wollongong Local Planning Panel later this month for determination," the spokesperson said.
