John Whiffin said he spotted the dingo and was worried it could have harmed children.
"The dingo was on the loose for some time," he said.
"Surely they should be out bush, not in an urban setting."
Kiama Council confirmed a dog, which was dingo-like in appearance, escaped its backyard on the weekend, and was returned to its owners.
"The dog was microchipped, registered and appropriately cared for," a council spokesperson said.
Dingoes are treated like any other dog under the Companion Animals Act. It is not possible to positively identify a dog as a dingo without blood tests or breeding papers.
Dingoes are the only native animal that can be kept as a pet in NSW without a special license.
