Following their impressive 34-10 victory in game two, Fittler will go into the series finale with the same side - meaning Nowra-born Cody Walker will again start at five-eighth.
Fellow South Coast product Dale Finucane (Bega), who missed the series opener, has retained his bench spot for game three also.
The only changes to the squad, which will be out to retain the State of Origin shield for the third straight year, are on the extended bench, with Ryan Papenhuyzen, Jarome Luai and Nic Cotric all being named in the 21-man squad for the first time in the series.
Rounding out the extended bench in Dragons utility Cameron McInnes.
