The washout came after both of Saturday's semi-finals were abandoned.
During Shoalhaven's innings, Dylan Cosgrove and Justin Weller both top scored with nine, with Daniel Troy (six not out), Jack Walsh (three), Dale Lovatt (two), Hyeon Parsons (one) and Jarrod Mitchell (one) spending time at the crease.
South Coast and Highlands had more luck, however they were ultimately forced off as well.
Brynley Richards' side was 1-48 in response to Highlands 176 when the match was abandoned.
The Creighton Cup was to form the primary selection trial for the Greater Illawarra Zone Country Championships squad.
A team is likely to be announced this week.
The Country tournament will be held in Goulburn on November 20-22.
