Ortega took down the 'Korean zombie' Chan Sung Jung in a dominant five-round points decision as the headline act of Abu Dhabi's fight island card.
The 29-year-old extended his career record to 15-1 with the comeback win, having lost to Max Holloway in 2018.
It sets up a huge showdown with Volkanovski, who has beaten Holloway twice.
"We're gonna find out if I'm ready," Ortega said after winning on Sunday.
"In this game, you take chances. You don't grow in the comfort zone. Alex Volkanovski, you're the champ. The thought of fighting you is exciting. I've got a team. Ready or not, I'm f---ing coming."
Volkanovski - a former Warilla Group Seven rugby league player, the club qualifying for the grand final on Saturday - was excited to have the question of his next challenger answered.
"Finally we have some direction in this division, get in there and take that #1 spot....that's all I wanted!!" he wrote on Twitter.
