This 54-kilometre handicap event on the Nowra Velo Club's Braidwood Road course was also run as the Vic and John Jones Memorial.
Lockhart won in a 10-rider bunch finish by a length from teammate Richard Vitiello.
Godfrey Green finished a close third ahead of Lynne Vaughan, Simon McGrath, John Cullity (Access), Michael Thompson (Hanlon Windows), Bill Stahlhut (Hanlon), Steve Daley (Access) and Henry Wakeford (Allen Price and Scarratts).
On scratch for this race was Levi Johns (Hanlon), Dan Wells (Hanlon) and Ben Rolfe (Allen Price and Scarratts).
They chased their way through half of the field and finished five minutes behind the winning bunch but with the fastest time of one hour 20 minutes, 37 seconds.
The first riders to start this event was Cullity and Stahlhut.
These two riders drove themselves hard in the attempt to stay clear of the chase from behind however they were run down with just under three kilometres remaining.
Despite the late catch and weary legs, John and Bill hung in for the finish and picked up some series points.
Aaron Coghlan (Allen Price and Scarratts) led a bunch of middle markers in for 12th placing but they missed the winning riders by a minute and a half.
Coghlan was followed over the line by Amelia Trkulja (Coffeeliscious), Ben Hartley (NVC), Lhyriel Smith (Marconi CC), Hubert Driehuis (APS), Steve Gendek (APS) and Morgan Clarke (APS).
Access Storage took the team win with four riders in the top ten positions gathering high points. Allen Price and Scarratts were second in the teams with Hanlon Windows third.
The Coffeeliscious team were the rostered officials for this event, however, this team still lead the series with 340 points.
Access is now in second position with 290 ahead of Allen Price and Scarratts (260) and Hanlon Windows (210).
Adrian McMillan (Coffeeliscious) still holds the individual points lead with 146 points while Hubert Driehuis has moved back up the scoreboard and into second position on 136 points.
Steve Daley (Access) is in third position ahead of John Cullity and Jason Spence.
