South Coast Police District Commander, Detective Superintendent Greg Moore said the three men, the two victims and the alleged offender, were all known to each other.
"Police have been told the victims left the location and sought assistance by a neighbouring household," he said.
Although not willing to go into any details around the alleged incident Supt Moore said the man was "assisting police with inquiries".
"The victims are not from the house but from a nearby location," he said.
"And that's the type of things our investigators are looking into - what they were doing at the house, what transpired at the time."
He would not comment on if the incident was drug related, saying it was "very early days in the investigation".
"We are keeping our minds open to all potential lines of inquiry," he said.
He said the occupants of the home were at the location at the time of the incident and were also assisting police.
Supt Moore would not say what type of firearm was used in the attack, but confirmed it was a "long arm firearm of some description."
"That firearm remains outstanding," he said.
"Multiple shots were fired during the incident and that is something investigators are looking into."
Both men were taken to hospital, the 18-year-old was flown to St George Hospital and underwent surgery on Wednesday morning and is in a stable condition.
The 25-year-old is also in a stable condition, being treated in Wollongong Hospital.
"This is a serious offence and there are very serious penalties associated with discharging a firearm in a public place or a private place for that matter," Supt Moore said.
"We certainly don't tolerate this type of behaviour in the area. We know in recent times we've been pushing a message in the community that certainly anyone who has firearms unlawfully will be dealt with very swiftly.
"Any offences of this type there is no tolerance and we are very much appreciative of the community's support of our investigators to this incident.
"We know we've got great networks in the community and the community is similarly concerned about this type of activity."
