After Jamie Ellis' short kick-off was recovered by Rovers, Quinlan kicked in behind early in the set before Tony Smith's side, playing their first match in five months, moved the ball out to the right where Crooks scored his eighth try of the season from Matty Gee's pass.
The Robins had a man advantage after Anthony Gelling was sin-binned for a spear tackle on Gee and they twice went close through Ellis and Weller Hauraki.
It was 12 vs 12 when Shaun Kenny-Dowall was yellow-carded for a professional foul and it took a superb try-saving tackle from Ryan Brierley on Blake Austin to keep Rovers ahead.
Both sides made errors in a breathless first half but it made for an entertaining spectacle.
Stefan Ratchford converted from the touchline to edge Warrington 6-4 ahead but the Robins almost hit straight back following a thrilling break instigated by Matt Parcell and Brierley.
Will Dagger almost found his way through the Wolves defence before Sitakeli Akauola strolled over under the posts just before half-time to undo Rovers' hard work.
Mitch Garbutt looked destined to respond on the hooter only for Ratchford to pull off a miraculous tackle.
The first set restart was a long time coming in the opening 40 minutes but the Wolves got one just after the break and made it count as Gelling somehow touched down in the corner.
Warrington kept the pressure on and scored again through Josh Charnley in their fourth set on the Rovers' line, although Gelling's final pass looked forward.
Rovers bombed another chance through Dagger and were punished again as Ratchford went romping through the middle from an inside ball and Gareth Widdop finished.
Rovers' night was summed up when they dropped the ball early in the set after benefiting from back-to-back penalties and Quinlan gifted Ratchford a try by spilling a high kick.
Quinlan, a Culburra Dolphins junior, redeemed himself by taking Kenny-Dowall's offload as the Robins scored a late consolation, but Lineham had the last word for the dominant Wolves.
The 11th-placed Rovers, who won't have to worry about the threat of relegation due to the competition's decision to scrap it due to COVID-19, next play St Helens on August 30.
