On Wednesday, NSW Premier Gladys Berejiklian announced people who have been in Victoria will only be allowed to travel into Sydney Airport from Friday midnight, which risks grounding Fly Corporate flights.
Fly Corporate's airline services manager Jeff Boyd said the company had requested permission, from the heath department, to continue to operate at Shellharbour Airport.
"We think bringing people directly from Melbourne to Shellharbour and back is a better outcome because people won't then be stuck in Sydney Airport trying to get to their destination," he said.
"All our flights will still meet the NSW Health guidelines and protocols as at Sydney Airport.
"We can't see the difference if we bring people into Shellharbour rather than Sydney because then they may have to go through hotspots to get back home.
"We will have to see what NSW Health decides."
Mr Boyd said flights would continue to operate on Thursday, with a decision on the company's request expected before the new restrictions come into effect.
He said the company would continue to fly into Queensland following the border closure with NSW from Saturday, as they were already only flying essential travellers such as health or mine workers.
