Councillor Nina Digiglio urged the council to ask the state government to formally consider a greenfield option and seek community feedback.
"I don't want to sell out our community by accepting something that won't serve us into the future," she said.

Mayor Amanda Findley also believed the council should push for a greenfield site.
"We voted to support the redevelopment back in 2011, 2012, when we did not have a promise from the state government of $434 million," she said.
"Why don't we go back to them and ask them to test the market for a greenfield site?
"A state of the art hospital on the highway would last the community another 100 years.
"We have nothing to lose and everything to gain."
Councillor Mitchell Pakes agreed a greenfields site would be the ideal option, however, he claimed too much money had already been sunk into the current site.
"To turn around now and say we're not happy with the site, I think we could end up worse off in the long run," he said.
"I think we are extremely lucky the state government have included the upgrade in the budget, and have already spent almost $12 million on the carpark."
Cr Kitchener, Cr Proudfoot, Cr Wells, Cr Watson, Cr White, Cr Gash, Cr Alldrick, Cr Pakes and Cr Guile voted in favour of continued support.
Cr Findley, Cr Digiglio and Cr Levett voted against.
