The fixture will be at WIN Stadium - a ground the 25-year-old, who comes into the side at the expense of Kyle Flanagan, has played plenty of footy during his NRL career.
Hutchison, who will start from the bench, isn't the only Group Seven product named to return to the tri-colours line-up this week, with Kiama's Josh Morris named in the centres.
Clune, who missed last week's loss to South Sydney through concussion, will start in the Dragons' halves alongside Ben Hunt - with Corey Norman dropped to the reserves.
Other Group Seven products named in Paul McGregor's side are Shellharbour's Euan Aitken (centre) and Trent Merrin (bench) and Gerringong's Tariq Sims (back-row) and Jackson Ford (lock).
Following that clash, Gerringong's Reuben Garrick and his Sea Eagles will host the Warriors at Lottoland on Friday.
Later that night, Nowra-born Cody Walker will start at five-eighth for his Rabbitohs' match with the Broncos - which feature Moruya's Rhys Kennedy on the bench.
Saturday's round 13 action will kick-off with Bega's Dale Finucane and his Melbourne Storm battling the Bulldogs at Sunshine Coast Stadium.
Next up will be the fixture between the Newcastle Knights - coached by Batemans Bay's Adam O'Brien - and Wests Tigers.
On Sunday, Milton-Ulladulla's Justin Holbrook and his Titans will go toe-to-toe with the Cowboys at Cbus Super Stadium.
The final game of the weekend will see Narooma's Teig Wilton, Pambula-born Jack Williams and their Sharks face the Eels - coached by Batemans Bay's Brad Arthur.
