Shoalhaven City Council will vote this evening on whether to support the NSW Government's plan to redevelop the existing hospital, or push for a greenfields option.
"It's ridiculous," Mr Ward said.
"It's not their money, so I'm not surprised they have interesting ideas.
"We made an election commitment to redevelop the hospital and we intend to fulfil that commitment."

Cr Digiglio argues that the hospital should be located more centrally, so residents spread across the region have equitable access.
Mr Ward believes the hospital should be located close to the main population centre.
He said the upgrade to Nowra bridge would resolve traffic congestion issues.
He was unable to confirm a start date for works, but maintained the project would begin during this term of government, before the 2023 election.
The masterplan was released in 2018.
"Just because we have a masterplan, it doesn't mean all the detail is in place," he said.
"It will be delivered as promised, and that includes starting on time in this term of government."
