The organisation opted last month to cancel the season, with the uncertainty over when a competition, which features the Shoalhaven Rugby Club, would be able to resume a key factor in the decision.
Wednesday's NSW government announcement that all sport can return on July 1 led to Illawarra Rugby reconsidering that stance.
This year's competition will run for nine weeks from Saturday, August 1, with the last round to be played on September 26.
Each team will play each other once and there will be no finals, with the side on top of the table named the premiers.
The clubs were informed of the decision on Friday and have been asked to express their intentions to take part in the competition.
There will be no penalty for those who opt out, while those that decide to field teams will be required to adhere to a COVID-Safe plan.
