The development comes in response to the NSW government's announcement on Wednesday morning that all community sport can resume form July 1.
The local rugby union association, which contains the Shoalhaven Rugby Club, moved to provide certainty to the clubs a fortnight ago by announcing the regular XVs competition will not take place.

Instead a 10s tournament would be played in August and September once government restrictions are eased.
But with the government providing the green light to commence senior sport, Illawarra Rugby president Darin Crofts said it was his organisation's duty to review their earlier decision.
"I've said from day one, one of the most important things for us would be to be agile and flexible," Crofts said.
"None of our decisions are set in stone, we'll adjust based on announcements and what information is available to us at the time.
"This announcement is a significant change for us, it changes the parameters we made our decision on a couple of weeks ago.
"We will definitely be revisiting that decision.
"Our aim has always been to get football on the field this year."
Thursday's board meeting will be followed by a memo to the clubs on Friday seeking expressions of interest in participating in a restructured XVs season.
Crofts confirmed the association does not need participation from all 10 first grade teams to run a competition.
Once feedback has been received from the clubs, a final decision is expected to be made next week.
"It's still all relatively new for us at the moment. We'll have to wait on NSW Rugby and getting clarity on the details of the announcement.
"The devil's always in the detail, we've had the bold announcement that sport's back, but what are the restrictions and parameters around how we go about that."
